InvestEU Portfolio Risk Sharing Facility launches in Romania

The European Bank for Reconstruction and Development (EBRD) has officially launched its InvestEU Portfolio Risk Sharing Facility in Romania, a move expected to mobilise more than EUR 270 million in new green financing and accelerate the country’s transition towards a more sustainable economy. The programme introduces EBRD-backed guarantees designed to encourage local banks to increase lending for environmentally focused investments. Through the initiative, Romanian households, businesses and public-sector entities will gain improved access to financing for projects that support energy efficiency, sustainable transport and carbon emissions reduction.

According to the EBRD, the guarantees will be available to a broad range of borrowers, from private individuals to large corporations. By sharing part of the lending risk with participating financial institutions, the programme is expected to improve financing conditions, including lower collateral requirements and enhanced access to capital for green investments.
The facility aims to stimulate investment in energy efficient buildings and cleaner transport solutions, helping Romania address its sustainable investment gap while advancing national and European climate objectives. The EBRD expects the programme to generate significant energy savings and contribute to reducing greenhouse gas emissions across the country.
Alongside the guarantees, the EBRD will provide comprehensive technical assistance to both participating banks and final beneficiaries through the InvestEU Advisory Hub. The support is intended to strengthen local financial institutions’ capacity to develop green lending products and help borrowers prepare and implement eligible projects.
With the launch of the InvestEU Portfolio Risk Sharing Facility, Romania joins Bulgaria, Croatia and other European Union markets where the programme is already being implemented. The EBRD said the initiative marks the beginning of a new phase in efforts to boost sustainable investment and accelerate the country’s green transition.
